supporter of the organization’s larger goals and has made
significant contributions to the furtherance and implementation
of its specialized programs, especially in terms of nations’
struggle against colonialism and apartheid, as well as the
creation of a more equitable international economic order. In
April 2000, Great Britain, France, and the U.S. voiced their
